TFT champion pool size, roll odds, and draw chances in Set 13
The chances to draw a specific champion in TFT depend on their gold cost, the number of the same units in play, and your level.
Teamfight Tactics has RNG elements, so your success in the game is also influenced by your luck. There is no way to know in advance which unit you will find the most during a match, neither their synergy or class.
Generally, you can build a strategy based on the following factors.
If there are already several two or three-star units of a particular champion, your chances to find additional units of the same kind are drastically reduced.
Your level is also crucial because according to it you will find a distinct amount of units with a certain gold cost. For example, if you have tier 1-2 champions that are close to reaching three stars, you should avoid leveling past 4 or 5 as the chance to find them will decrease.

Champion pool size

These numbers represent the total copies of tier X champions that exist in the store, not the unique champions. For example, there are 30 copies of each tier 1 champion, etc.
If a player is defeated or if some units are sold, the champions go back into the common pool. Rioter Adam Cohen also clarified that champions available during the Carousel round are pulled from the pool.
You must reach at least level 5 to find tier 4 champions and level 7 for tier 5 ones. Considering the data above, upgrading a tier 4 or 5 unit to three stars is quite difficult, particularly the latter as you need nine out of the ten copies available for each champion.

We’re making hitting 4-costs a little more consistent at level 8. Currently, rolling down on level 8 to power spike is higher risk than a lot of reroll strategies that have already spiked, especially when you have to seek out specific 4-costs to button up your comp.

We’re doing a revert of the shop odds changes we made back in 14.8 that aimed at reducing the power of 3-cost reroll comps. Those changes, combined with powerful 4 and 5-cost buffs went too far. The odds revert, and a few power adjustments for our overperforming 4-costs over the last few patches should have us in a new meta where reroll, fast 9, and everything in between can live together in harmony. Alongside this change, we’re also giving a little love to the reroll carries that haven’t been able to do much carrying as of late.

We’re seeing 3-star 3-costs dominate the meta due to the consistency with which players can hit them (when uncontested) and the power level of 4-costs being lower than we’d like (see Tier 4 later). Aside from a couple of outliers, we are happy with 3-costs being as powerful as they are, so we’re making some leveling changes here to make them slightly harder to hit while also lifting the power level of 4-costs.

5-costs have been strong throughout Gizmos & Gadgets, and they should be, cause they’re Legendary units. But by hitting Level 8, players are able to get a game dominating 2-star 5-cost a bit too often. We’re making it slightly less consistent to hit a 5-cost at Level 8, but adjusting Level 9 to be slightly more consistent.
As a general reminder, these percentages are for each individual unit card that appears in your shop, so the total chance of seeing a 5-cost in your shop at level 8 went down from 22.7% to 19.5%, and the total chance of seeing a 5-cost at level 9 went up from 55.7% to 58.2%.

Keeper Chosen now count as 2 Keepers and grant double the amount of shields

There is a fixed champion pool size for each tier which is shared among all players:
Tier 1: 39
Tier 2: 26
Tier 3: 18
Tier 4: 13
Tier 5: 10
Patch 9.18: Tier 3 champions in pool reduced from 21 to 18.
Average gold needed to find a specific champion
The following table, provided by reddit user ereklo, shows how much gold you must spend on average to find a specific champion via rerolls.
For example, if you are level 6 and you are looking for a tier 4 champion such as Brand, you will spend 36.8 gold on average to drop him.

if a specific unit is already in the hands of many players, you might need to roll more, and thus spend more gold than expected to acquire it.
if a specific unit is held by just a few players, your chances increase, so you will require less gold to find it.
This is the math formula used for the chart: 2*(1-(1-X/N)^5)^(-1)
X is the champion drop rate by level shared by Riot dev Ed “SapMagic” Altorfer in July.
N is equal to the number of different champions available at each tier: 12 for tier 1, 12 for tier 2, 12 for tier 3, 9 for tier 4, and 6 for tier 5.
X/N is the chance of picking the right champion out of one time.
1-X/N is the chance of picking the wrong champion out of one time.
(1-X/N)^5 is the chance of picking the wrong champion out of five times (one reroll).
1-(1-X/N)^5 is the chance of picking the right champion at least one out of five times.
(1-(1-X/N)^5)^(-1) is the average amount of rerolls you have to do before finding the champion.
2*(1-(1-X/N)^5)^(-1) is the average amount of gold you have to spend before finding the champion.
The chart also assumes that champions of equal cost are being held in equal amount.
