The top popular maps are those for a reason: they are mostly well-designed and balanced, old players are used to them, new players get to know and like them early on.
Clubhouse is basically the golden standard map for R6 Siege, similar to Dust 2 for Counter Strike. The meta on Club is not too complicated, it is fun to play and to watch, and it is great to learn the fundamentals of the game.

Reasoning behind the banned maps
The newest maps, such as Lair, Emerald Plains, and Nighthaven Labs, are frequently banned in ranked play. While these maps have their flaws, the primary reason for their unpopularity is that players want to win and don’t want to learn new maps, as it requires hundreds of games to master them.
Ubisoft also changed their design philosophy. New maps have completely different layout styles compared to old ones: they tend to be more complicated, with a web of connections and corridors.
I believe that most players prefer simpler maps that are easier to learn and navigate, and with enjoyable choke points.
The new version of Consulate is a great example of this over-complication. The original Consulate featured a simpler layout with two main lanes on the top floor, and a more open first floor. The reworked version is a lot more complex with multiple lanes on the top floor and several rooms and flank routes on the first floor.
Lair has an uninspired theme with bland colours and very few visually interesting areas. The map is defender heavy, with a subpar layout, large objectives, and many tight hallways.
Emerald Plains has several buffer rooms, which tend to force close-quarters combat. They reward peeking and swinging over strategic planning, preparation, and utility. This design choice could be attractive for a portion of the playerbase that enjoys this kind of gameplay, but most players give value to the tactical aspect of Siege.
