Overwatch ranked Tier List and Meta report: February, Season 14
The Overwatch Ranked Tier List indicates the most popular heroes during February, Season 14. Find out the most successful heroes at your rank in this meta.
Based on popularity. The tier list is based exclusively on the popularity of a hero in ranked games. The win rate is considered only to determine the most outstanding heroes in a particular tier.
No pro data. The performance of a hero when used by pro players and teams doesn’t influence the tiers.
General and rank-based meta. The best picks at GrandMaster can differ a lot from the ones at Gold, so I produced both a general ranked tier list and many rank-based ones to point out the meta differences in each rank.
Only PC. This list includes no data from console.
Unfortunately, Blizzard has not released an Overwatch API to access the data of all players in the game, so this list displays no official info. There are several websites that gather data from their users, and I decided to utilize the statistics provided by Overbuff as it is the most popular one.
Jeff Kaplan shared the official data on season 9, and the figures were mostly similar to the ones available on Overbuff. We can trust the data even it is isn’t completely accurate.

Tank popularity
The devs are gradually weakening GOATS
We have already talked about GOATS in the season 12 report and in the successive ones, and it is still the best team formation in the current Overwatch meta. I suggest checking those articles if you would like to know more about the GOATS composition and gameplay, how to counter it, and the differences with Dive.
Considering the recent updates, the game developers are not implementing radical changes that could completely upset the meta as it happened in the past, but they are trying to find a new balance by slowly weakening GOATS.
In January, I have briefly talked about Ashe, while this month I would like to focus your attention on Reaper, a hero who has been buffed recently and that is misjudged by many players.
Reaper doesn’t counter GOATS
Patch 1.32.1.1 (released on January 24th) mostly nerfed the tank heroes by decreasing the damage reduction from armor from -5 to -3. It also buffed Reaper by increasing the life steal provided by his passive “The Reaping” from 30% to 50% of damage dealt.
Generally, we consider Reaper a solid pick against tanks and heroes with a big health pool as he is able to dish out lots of damage in close quarters combat.
Many players assumed that the changes introduced by this patch would have led to the rise of Reaper as the best DPS to deal against GOATS. Indeed, he is able to counter most tanks in a 1vs1 situation, but he can’t change the meta only with his own strength.
Reaper can’t overwhelm a well-coordinated team
The GOATS team is composed of three tanks and three supports who possess several abilities to enhance their survivability:
Stuns (Brigitte), boops (Lucio, D.Va, Brigitte), mobility (Amp It Up), healing, and abilities to deny damage (Zarya’s barriers, D.Va’s Defense Matrix, Reinhardt and Brigitte’s shields) are just some of the tools in their hands.
Reaper needs to move freely on the battlefield and reach the appropriate range to maximize the damage of the Hellfire Shotguns. Potentially, he could defeat most tanks in a duel, but Overwatch is a team game, and at certain SR ranges the opponents do not leave you any leeway.
The GOATS team just rotate their abilities, deny all Reaper’s damage, and burst him down before he is actually able to do anything!
You might ask what happens if you build a pro team around Reaper to counter GOATS: he would still not be the best choice. Reaper is a very squishy hero who needs to fight at a close range, and honestly he doesn’t even deal enough damage to balance his weaknesses.
Reaper’s performance at each rank
Even if the recent changes didn’t turn Reaper into a GOATS killer, the hero is a lot stronger than before.
During February, Reaper achieved a positive win rate at most ranks, but he has been barely picked where GOATS is the most dominant team composition: GrandMaster (0.8%) and Master (1.4%).
He reached the top 10 at Bronze and Silver, and became a nuisance also at an average-high rank such as Platinum, where he enjoys a 3.9% pick rate and a 54.4% win rate.
Reaper excels in games that lack team coordination and focus fire, and where players do not have a great aim.
At low ranks, most players ignore the team and act alone, so they are an easy target for a high-damage DPS such as Reaper.
At Master and above, Reaper can't play aggressively, as he risks either being shot down by the enemy Widowmaker or beaten by the team's combined effort.
Further buffing Reaper might break the game balance
Reaper is in a very delicate position because more buffs might turn him into a viable hero in pro and high ranked games, but at the same time he would start shredding anyone at lower ranks.
Reaper is a squishy hero with 250 health points, he has no armor, and must rely on the protection of the team to safely engage his targets. He can steal health from his enemies while damaging them, but this ability has a big flaw: it doesn’t work on barriers.
In Overwatch there are several heroes with barriers or abilities to block/prevent his damage, so he isn’t able to sustain himself for long enough while the barriers are taken down.
I believe there are two quick ways to make him viable even at the top ranks: increasing his damage or allowing "The Reaping” to work also on barriers; but these solutions might break the whole game balance.
The new Reaper is already very annoying at most ranks, so I don’t think the developers will buff him anytime soon as they aim to maintain a certain balance at all skill ranges. No one would like facing a heavy DPS hero who can’t be killed because he is able to sustain himself infinitely via life steal (considering a solo gameplay).
Support popularity
Symmetra is still included among the supports because of the statistical tool used. Removing her would have caused problems with the data.
